Email : muhammadfarid76@yahoo.com The quality schools have a culture of quality, in this case, the principal as a leader in school institutions must be able to bring the school towards a better direction. SDN Tunjungsekar 1, Malang City is a school with a national quality culture that cannot be separated from the role of the school principal. The principal's strategy in building a quality culture consists of three stages, namely: 1) The first planning strategy is the selection of HR by using a fast and precise system and the right man in the right place. Secondly, the mapping of quality and existing cultural documents that do not yet exist. Third, analyzing the availability of facilities and infrastructure; 2) Implementation strategies carried out by the controlling process to conduct supervision; 3) Evaluation strategy is carried out monitoring on documents that have been made. The first obstacle is the internal factors of some of the existing human resources that are still unable to carry out the tasks given properly, thus complicating the process of gathering existing documents. Secondly, administrative preparation because the required documents are still missing. The solution carried out by the principal and the team is the principal making plan A and plan B, meaning the principal has appointed several selected teams that will work optimally, both in consultation with colleagues and existing relations, as well as with experts. The aspects of a quality culture that are to be achieved are school-based quality management culture, the culture of learning quality, the culture of extracurricular quality, the culture of student health unit quality and library quality culture.
