Cumplimiento del pago de los tributos municipales y su impacto en la ejecución presupuestaria del GAD Latacunga

The research project is based on previous studies carried out in several municipalities, which reveals the problem of non-compliance in the collection of taxes. For this reason, an analysis is made on the payment of Taxes in Canton Latacunga and its impact on budget execution.The research problem is based on previous studies carried out in several municipalities, which reveals a breach in the collection of taxes. For this reason, an analysis is made on the payment of the Taxes of Latacunga canton and its impact on budgetary execution. It is necessary to know the taxes collected by the municipality, what percentages are made for each of the taxes, the budget that is granted for the year 2016, and the most relevant taxes of GAD Latacunga to know where resources are distributed for public works. The main objective is to investigate the compliance with the payment of municipal taxes and their impact on the budget execution of GAD Latacunga, by means of a detailed study of all municipal taxes, in order to determine an analysis of the revenues and expenditures that were carried out and thereby evaluate budget execution. The following method is taken into account as it is the deductive that leaves the general data accepted as valid, to deduce by means of the logical reasoning, several assumptions, that is to say; part of truths previously established as general principles, to then apply it to individual cases and verify its validity. Therefore it allows analyzing each one of the taxes taking into account the values of the year 2016 and its impact that obtained in the budgetary execution so as to verify which the fulfillment of the Municipal Taxes was. The instrument used was the interview that was carried out to the economics department of the municipal GAD of Latacunga to know more clearly which taxes are canceled in the municipality. Another instrument used is the survey done to the taxpayers to determine compliance with the Municipal taxes. As a result of the announcement that there is a extra of the budget that was distributed for the year 2016, the impact that this research obtained is the money remaining to be executed of the total value assigned, that is to say that at the end of the year this resource is sent to the account Cash -Bank to be fixed to the budget of the year 2017, for that reason cannot be culminated with works and services for the benefit of the community.El proyecto de investigación se basa en estudios anteriores realizados a varias municipalidades, que da conocer el incumplimiento en la recaudación de los tributos, por tal motivo se realiza un análisis al pago de los impuestos, tasas y contribuciones del cantón Latacunga y su impacto en la ejecución presupuestaria. Para realizar el presente análisis se consideró el siguiente esquema: conocer cuáles son los ingresos que el municipio recauda, los porcentajes efectuados en cada uno de ellos, el presupuesto que es aprobado para el año 2016, y con ello conocer como fueron distribuidos dichos recursos para la ejecución de obras públicas realizados en el periodo. El objetivo principal es investigar el Cumplimiento del pago de los tributos municipales y su impacto en la ejecución presupuestaria del GAD municipal Latacunga, mediante un estudio minucioso, determinar los ingresos y gastos que fueron realizados en el ciclo y con ello evaluar la elaboración presupuestaria. Para esta investigación se aplicó el método deductivo que parte de los datos generales aceptados como válidos, para deducir por medio del razonamiento lógico, con estudios de principios generales, para luego aplicarlo a casos individuales y comprobar así su validez. El método inductivo parte de los hechos que permite llegar a una generalización y la contrastación, que sirve para obtener un conocimiento global de las obligaciones tributarias. El instrumento utilizado fue la entrevista que se realizó al departamento Financiero del GAD municipal de Latacunga para conocer con mayor claridad cuáles fueron los gravámenes cancelados en la administración, el instrumento factible para deducir los resultados fue la encuesta realizada a las personas obligadas a contribuir con estos rubros, y con ello determinar el pago puntual de las obligaciones que mantienen los contribuyentes. Como resultado se concreta que en el ente de estudio, existe cumplimiento por parte de los ciudadanos del cantón, y se da conocer el impacto negativo que generó en el presupuesto, asumiendo que la administración posee un sobrante de dinero que no fue efectuado en el trascurso del año, considerando que este valor pudo ser distribuido en obras en beneficio de la colectividad, y por ende este recurso no puede ser tomado por la organización, puesto que es enviado a la cuenta Caja – Bancos, para ser parte del presupuesto del año 2017
