REKLAMASI PANTAI DAN PENGARUHNYA TERHADAP LINGKUNGAN SOSIAL DI DESA NGEMBOH KECAMATAN UJUNG PANGKAH KABUPATEN GRESIK

ABSTRACTThe development of coastal areas is increasing, which is happening in the coastal area, especially in the city village of Ujung Pangkah Ngimboh, Gresik. In this village, quite beach reclamation carried out. Therefore, the researcher tries to study how the reclamation process took place and how the resulted from the construction of the project. This study used empirical juridical. The results of this study explain the licensing requirements that must be met before any development in the coastal area, and the techniques are taken. The procedures must be fulfilled through the relevant agencies and the local village government. While the reclamation technique used heap with material limestone and concrete. There are two impact caused of coastal reclamation is positive impact and negative, the positive impact of the reclamation is the increase economy of citizens while, the negative impact is more to damage the environment and detrimental to fisherman.Key words : Beach Reclamation, Impact of Beach Reclamation, Environment and Social Environment.ABSTRAKPembangunan wilayah pesisir semakin meningkat, salah satunya di kawasan pesisir kabupaten Gresik tepatnya terjadi di Desa Ngemboh Kecamatan Ujung Pangkah Kabupaten Gresik, di Desa tersebut telah dilakukan proyek reklamasi pantai yang cukup luas, hal ini sangat menarik sekali untuk dikaji yaitu bagaimana proses reklamasi yang terjadi dan bagaimana dampak yang ditimbulkan dengan adanya proyek reklamasi tersebut. Penelitian ini menggunakan metode yuridis empiris. Hasil penelitian menjelaskan syarat-syarat perzinan yang harus dipenuhi sebelum pembangunan kawasan pesisir dan juga tehnik yang diambil, dalam perzinan reklamasi pantai harus memenuhi prosedur yang harus ditetapkan melalui dinas terkait dan Pemerintah Desa setempat, tehnik reklamasi tersebut menggunakan tehnik urugan dan tanggul dengan material batu kapur dan beton. Dampak yang terjadi karena reklamasi pantai berupa dampak posistif dan negatif, dampak posistif reklamasi yaitu meningkatnya perekonomian warga sedangkan dampak negatif lebih ke rusaknya lingkungan dan merugikan para nelayan.Kata Kunci : Reklamasi Pantai, Dampak Reklamasi Pantai, Lingkungan Hidup dan Lingkungan Sosia
