This article aims to contribute to the reflections on the role of continuing education of teachers in the transformation of historically ingrained practices in teaching and learning process. The focus of the reflections is centered on the analysis of literacy action in training the National Pact for Literacy in the Age One (PNAIC) and was produced from the analysis of the technical visit reports conducted in several municipalities of Santa Catarina involved in the training process. The formation of PNAIC from 2013 to 2015 in the state of Santa Catarina, provided a classroom course for active literacy teachers in elementary school literacy classes for about 200 hours per year.
