Le « Partenariat pour la mobilité » Regards croisés sur un outil européen de gestion des migrations

Through the study of a policy instrument, the Mobility Partnership, our thesis has demonstrated the significant role played by the European Union in the production and the diffusion of knowledge related to the management of migration, with the aim to control migration flows in the spaces located outside of its external borders. By conducting an analysis of the implementation of the Mobility Partnerships in Georgia and the Republic of Moldova, we have examined the mechanisms used by the EU to fulfil institutional and cognitive transfers, in order to harmonize, not only the policies and practices related to migration management, but also the normative and cognitive frameworks of the national authorities involved. A comparative analysis of the implementation of the Mobility Partnerships in different contexts has identified each one’s particularities, allowing us to understand the motives explaining for some the conformation to the objectives of the EU, and for others, the rejection of the principles implied in this initiative.Par l’entremise de l’étude d’un instrument politique, le Partenariat pour la mobilité, ce travail de thèse a souhaité mettre au jour le rôle de première importance joué par l’Union européenne dans la construction puis la diffusion de sens sur la gestion du phénomène migratoire visant à contrôler les migrations au sein d’espaces localisés aux marges de ses frontières. En nous appuyant sur l’analyse de la mise en œuvre de ces instruments politiques en Géorgie et en République de Moldavie, nous avons également examiné les mécanismes mobilisés par l’UE afin de servir aux transferts institutionnels et cognitifs qui tendent à harmoniser, non seulement les politiques et les pratiques, mais également les matrices normatives et cognitives des acteurs nationaux hors des frontières européennes. En réalisant une comparaison internationale de la mise en œuvre des Partenariats pour la mobilité dans différents contextes d’application, les singularités des réalités propres à chacun ont pu être identifiés, permettant ainsi, à travers l’observation de la trajectoire de cet instrument, de mieux expliquer les motifs conduisant pour certains à une conformation aux objectifs de la coopération européenne, et pour d’autres, à un rejet des préceptes impliqués par cette initiativ
