Public policies for public security of Paraná: case study the acientific police

The purpose of this study is to characterize and evaluate how the creation of the institution known as the Scientific Police in Paraná collaborated as a public policy instrument to combat violence in the state of Paraná, from the moment it was unlinked from the Civil Police (occurred in the year 2001) until its effective legal regulation and structural and formal implementation within the organization of the State Secretariat of Public Security and Paraná Penitentiary Administration (from 2014). The problem analyzed is whether better results can be obtained in the Public Security of Paraná, especially at a strategic level, when public policies are adopted that increase and value the technical-scientific work of the Scientific Police in support of traditional police institutions. The methodology used was that of participant observation and action research, as well as the qualitative analysis of the documentation produced by the Paraná Scientific Police and the analysis of information extracted from databases made available from transparency portals of the Paraná government in the area of Public Security and interviews carried out with professionals directly involved in areas of public and legal security, with such analysis added, in the context of theoretical development, the bibliographic research. Thus, as the main results found, the Paraná Scientific Police, if properly equipped and administered, becomes an important public policy instrument within the public security system of Paraná and contributes in a decisive way with the other security organisms contained in the organizational structure of the State Secretariat of Public Security and Paraná Penitentiary Administration. However, for this to occur continuously, it is necessary to implement improvements in the operating structure of the institution studied.Este estudo tem por escopo avaliar como efetivamente a criação da instituição denominada Polícia Científica no Paraná colaborou para, como instrumento de política pública, combater à violência no estado do Paraná, desde daquele momento de sua desvinculação da Polícia Civil (ocorrida no ano de 2001) até a sua efetiva regulamentação legal e implantação estrutural e formal dentro da organização da Secretaria de Estado da Segurança Pública e Administração Penitenciária do Paraná (a partir do ano de 2014). O problema analisado trata se podem ser obtidos melhores resultados na Segurança Pública do Paraná, principalmente a nível estratégico, quando são adotadas políticas públicas que incrementam e valorizam o trabalho técnico-científico da Polícia Científica em apoio às instituições policiais tradicionais. A metodologia empregada foi a de observação participante e pesquisa-ação, bem como a análise qualitativa da documentação produzida pela Polícia Científica do Paraná e a análise de informações extraídas de bancos de dados disponibilizados a partir de portais da transparência do governo do Paraná na área da Segurança Pública e de entrevistas efetuadas com profissionais diretamente envolvidos com áreas de segurança pública e jurídica, com tal análise somada, no contexto do desenvolvimento teórico, a pesquisa bibliográfica. Assim, como principais resultados encontrados tem-se que a Polícia Científica do Paraná, se devidamente aparelhada e administrada, se torna um importante instrumento de política pública dentro do sistema de segurança pública do Paraná e contribui de maneira decisiva com os demais organismos de segurança contidos na estrutura organizacional da Secretaria de Estado da Segurança Pública e Administração Penitenciária do Paraná, sendo que, no entanto, para que isto ocorra de modo contínuo, se faz necessária a implantação de melhorias na estrutura de funcionamento da instituição estudada
