The dynamics of urban sprawl in the context of smart and sustainable cities: the case of the city of Pato Branco - PR

The way in which rapid urbanization has taken place has changed the ways of thinking about the planning and administration of urban spaces. This process of urbanization influences many factors, such as: urban infrastructure, water supply, housing, mobility. In this sense, the concepts of intelligent and sustainable cities appear as alternatives that contribute to the reflection and practice of city planning. Smart cities have greater administrative and economic efficiency, promote the development of culture and society, and play an important role in terms of technology and innovation in urban space. They have, in fact, a new dynamic of interactivity with space. As far as sustainable cities are concerned, they address social, environmental, political and cultural objectives beyond physical and economic objectives. Therefore, the objective of the research is to understand this relationship through urban expansion and aspects related to innovation and sustainability through urban planning, in addition to understanding how public policies can contribute to this process and how they actually materialize. The research sought to answer the following questions: How does the process of urban expansion occur, and what is the influence of this process on the development of cities? Are the characteristics of intelligent and sustainable cities being considered in the process of urban expansion of present-day cities? The locus of study, refers to the north axis of urban expansion of the Municipality of Pato Branco, State of Paraná. The methodology used consisted of document analysis as a master plan, analysis of data from secondary sources such as IBGE and Ipardes, and semi-structured interviews with relevant actors regarding the axes outlined for this research. Data analysis was based on the content analysis method, through thematic analysis by categories. The results point to disagreements regarding the master plan versus what actually was implemented. However, it also demonstrates that several approaches and actions that have been and are being developed come from political engagement between the municipal, state and federal spheres. In addition, the results point to significant efforts in the implementation of actions aimed at smart and sustainable cities. It is plausible to conclude that urban expansions need to be delineated in urban planning in order to address systemic assessments of their impacts, and public policies need to be well defined for action to be taken.Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES)A forma com que a rápida urbanização vem ocorrendo, acaba por alterar as formas de se pensar o planejamento e a administração dos espaços urbanos. Esse processo de urbanização influencia inúmeros fatores, como: infraestrutura urbana, abastecimento de água, habitação, mobilidade. Nesse sentido, os conceitos de cidades inteligentes e sustentáveis surgem como alternativas que contribuem para a reflexão e prática do planejamento das cidades. As cidades inteligentes possuem maior eficiência administrativa e econômica, promovem o desenvolvimento da cultura e sociedade e tem um papel importante no que diz respeito à tecnologia e inovação no espaço urbano. Possuem de fato, uma nova dinâmica de interatividade com o espaço. No que tange as cidades sustentáveis, versam sobre atender além dos objetivos de ordem física e econômica, a objetivos sociais, ambientais, políticos e culturais. Para tanto, o objetivo da pesquisa é compreender essa relação por meio da expansão urbana e aspectos ligados a inovação e sustentabilidade através do planejamento urbano, além disso entender de que forma as políticas públicas podem contribuir nesse processo e como de fato se concretizam. A pesquisa buscou responder às questões que seguem: De que forma ocorre o processo de expansão urbana, e qual a influência deste processo no desenvolvimento das cidades? As características de cidades inteligentes e sustentáveis vem sendo consideradas no processo de expansão urbana das cidades atuais? O lócus de estudo, diz respeito ao eixo norte de expansão urbana do Município de Pato Branco, Estado do Paraná. A metodologia utilizada, consistiu em análise de documentos como plano diretor, análise de dados provenientes de fontes secundarias como IBGE e Ipardes, e entrevistas semiestruturadas com atores relevantes no que diz respeito aos eixos delineados para esta pesquisa. A análise de dados teve como base o método da análise de conteúdo, através da análise temática por categorias. Os resultados apontam para divergências no que diz respeito ao plano diretor versus o que realmente foi executado. Contudo, demonstra também que diversas abordagens e ações que foram e vem sendo desenvolvidas são provenientes de engajamento político entre a esfera municipal, estadual e federal. Além disso, os resultados apontam para esforços significativos no que diz respeito a implementação de ações voltadas a cidades inteligentes e sustentáveis. É plausível concluir que as expansões urbanas precisam estar delineadas no planejamento urbano de forma a atender a avaliações sistêmicas dos seus impactos, e as políticas públicas precisam ser bem definidas para que ações sejam concretizadas
