International audienceIn 1776, just four months before the Continental Congress voted the Declaration of Independence Adam Smith suggested a reform of the British Empire in The Wealth of Nations. He imagined a fiscal, commercial and political union incorporating Great Britain, Ireland and the North American colonies. The American colonists would be granted free trade and representation in the Westminster Parliament but would be subjected to British taxation in return. Smith understood this imperial union to be the realization of the British empire which he claimed to be existing only in imagination.
