Thesis (MEd (Vergelykende Opvoedkunde))--PU vir CHO, 1996The purpose of this study is to determine what the implications of federalism are on the education system. With the German and Belgium forms of government and education systems as case studies, through the study of bibliography and by using scientific reasoning, the implications that federalism as a form of government holds for an education system have been indicated. Research has shown that the form of government is an important determinant through which the education system finds its foundation. Education and politics are inseparably interwoven. For this reason the overriding values of a federal form of government will be embodied in an education system. A federal form of government therefore represents the cultural, ethnic and territorial diversity within such a federation. To a higher or lesser degree, the education system is often a mirror image of this federalistic diversity. Research has shown that federalism enhances the right to an own identity by cultural societies and federal states. Federalism also encourages the right to provide education – which will answer to the educational needs of the state, federal states or communities these needs can be supplied within a particular developing educational framework, educational system policy, educational system administration and support systems, as are to be found in the German and Belgium systems. In a federal form of government, providers of education enjoy the freedom of individuality without harming the national federal interests.Master
