This paper analyzes the regional dynamics that prevail in North America within the higher education sector. The coming into effect of NAFTA in 1994 raised expectations of greater integration among the higher education systems of Canada, Mexico, and the United States. While NAFTA did not involve education, it had implications for higher education through professional mutual recognition agreements, trilateral programs, and indirectly through regional advocacy.
