Her ne kadar devletlerin çıkarları uluslararası ilişkilerde belirleyici konumda olmaya devam etse de, ister bu çıkarlar için bir mekanizma görevi üstlensin isterse doğrudan bu çıkarları etkileyen bir faktör olsun, uluslararası örgütler sistemin vazgeçilmez parçalarıdır. En kapsamlı uluslararası örgüt olan Birleşmiş Milletler, iki savaş arası dönemde Milletler Cemiyetinin başarısız olması sonucu çok daha etkili bir örgütün kurulması fikri ile ortaya çıkmıştır. Birleşmiş Milletler de, Milletler Cemiyet gibi savaşı kazanan devletler tarafından oluşturulan bir örgüt olma özelliğine sahiptir. Bundan dolayıdır ki, hakim devletler Birleşmiş Milletler bünyesinde önemli konumlar elde etmişlerdir. Özellikle Güvenlik Konseyi’nde daimi üyelik ve veto hakkı gibi ayrıcalıklar, örgüte egemen olma noktasında hakim devletlere büyük bir avantaj sağlamaktadır. Tartışma konusu oluşturan bu unsurlar, dönemin şartları göz önünde bulundurulduğunda anlaşılabilirdir. Fakat aradan geçen 70 yılın ardından dünya düzeni değiştiği gibi Birleşmiş Milletlerin yapısı da değişim göstermektedir Bu bağlamda tez çalışması; Birleşmiş Milletler Güvenlik Konseyi’nin reform gereksiniminden hareketle, reforma yönelik talep ve önerileri, reforma yönelik olumlu ve olumsuz tepkilerle ilişkilendirmek ve ortaya bir sonuç koymak amacıyla gerçekleştirilmiştir.International organizations are one of the most important actors of international relations due to the need for improving inter-state cooperation which has been observed more frequently. Although interests of the states remain as the main determining factor in international relations. International organizations have become indispensable agent by directly affecting these interests and providing machanisms for shaping national benefits. The United Nations, which can be accepted as the most comprehensive international organizations, has emerged with the idea of establishing a more effective organization in place of the League of Nations, which proved inefficient during the inter-war period. United Nations established by the victors of the war as in the case of the League of Nations. Therefore dominant states have reached important positions in the United Nations. Privileges such as permanent membership and veto right in the Security Council, provided an advantageous position for these states which facilated the control and supervision of the organization. The privileges under discussion could be viewed as understandable under the particular circumstances of the post war period. But after a lapse of 70 years, neitherthe United Nations nor the World are same. In this context, based on the need for reform for the Security Council, present thesis was carried out in order to examine the content of the damands
