Sovereignty as responsibility and the foundations of the new humanitarian interventionism

RESUMEN: Este artículo aborda la relación planteada por la doctrina de Responsabilidad de Proteger (R2P) en torno a los dilemas de la soberanía, la intervención, la seguridad y los derechos humanos. Para ello, se reconstruye la génesis del nuevo concepto de soberanía como responsabilidad (1) y el enfoque de seguridad humana (2) que subyacen a la formulación inicial de la R2P, para así contextualizar el aporte del informe de la ICISS a la formación de la nueva norma-doctrina (3). Finalmente, se repasará la forma en que la tradicional doctrina de la guerra justa es reformulada y actualizada en la R2P (4).ABSTRACT: This article discusses the relationship posed by the Responsibility to Protect (R2P) around the dilemmas of sovereignty, intervention, security and human rights. The article deals with a reconstruction of the genesis of the new concept of sovereignty as responsibility (1) and human security approach (2) underlying the initial formulation of R2P, thereby contextualizing the contribution of the ICISS report to the creation of the new norm or doctrine (3). Finally, the paper reviews how the traditional doctrine of just war is reformulated and updated in the R2P (4)
