The Federal Aviation Administrationrecommends the use of the guidance in this publication for the preparation ofspecifications for equipment used for interactive training of airport personnel.Federal grant-in-aid agreements for projects involving the purchase ofinteractive training equipment will require the use of these specifications inprocurement documents. The use of a performance specification (i.e., adescription of the functions to be performed by the training equipment, asopposed to a material specification, which describes specific components) willprovide for increased competition and innovation in the design of acost-effective training system on the part of potential vendors. 2p.84
