A telecommutingcenter (telecenter) is a multi-agency facility that provides a geographicallyconvenient office setting as an alternative to the Federal employee's mainoffice. Federal telecenters also serve as conveniently located administrativesupport centers for home-based telecommuters. This manual is provided to assistFederal agencies and their employees establish and participate in such flexible(alternative) workplace arrangements (Flexiplace). These arrangements are alsocalled "telecommuting" arrangements and participants are called telecommuters.Flexible arrangements operate according to guidelines and procedures establishedby the U.S. Offie of Personnel Management and the GSA. These guidelines andprocedures are included in this manual.The establishment of flexible workplace arrangements is driven by efforts toimprove the quality of worklife, employee productivity, the balance of workand personal/family life, the environment, energy utilization, and other socialor economic conditions. The telecommuting movement is facilitated by innovations in human resources management, changes in the nature of work, and new technology. Many current workers can perform their work form virtually anywhere.84
