In 2015, Congress continued the program in the Fixing America\u2019s Surface Transportation (FAST) Act, with funding available through fiscal year 2020. The program\u2019s purpose is to document, demonstrate, and deploy innovative pavement technologies\u2014including their applications, performance, and benefits. This annual report represents the Federal Highway Administration's (FHWA\u2019s) approach to demonstrating how the agency is achieving the six overarching goals Congress set for the program: (1) The deployment of new, cost-effective designs, materials, recycled materials, and practices to extend the pavement life and performance and to improve user satisfaction; (2) The reduction of initial costs and lifecycle costs of pavements, including the costs of new construction, replacement, maintenance, and rehabilitation; (3) The deployment of accelerated construction techniques to increase safety and reduce construction time and traffic disruption and congestion; (4) The deployment of engineering design criteria and specifications for new and efficient practices, products, and materials for use in highway pavements; (5) The deployment of new nondestructive and real-time pavement evaluation technologies and construction techniques; and (6) Effective technology transfer and information dissemination to accelerate implementation of new technologies and to improve life, performance, cost effectiveness, safety, and user satisfaction. This report highlights case studies that discuss the anticipated long-term improvements in cost savings, project delivery time, congestion relief, enhanced safety and pavement performance due to the program.84
