PriskFor almost a decade since I959, three years after the start of the greatest public works program ever conceived, the Special Subcommittee on the Federal-Aid Highway Program has served Congress as a monitor of the entire project. Under the leadership of Chairman John A. Blatnik of Minnesota, the Subcommittee has carried out its mandate to inquire into the policies, practices, and procedures involved in the administration of the Federal-Aid Highway Program. The sustained investigative activity, public hearings, and Interim Reports of the Subcommittee have had a profound effect on administration of the highway program. They have produced significant organizational changes, not only in the Bureau of Public Roads but in the highway departments of the states. Far-reaching corrective measures on a national scale have been achieved.95
