Most parking lots are commercially operated, which raises the equation of reasonable regulation and control of these facilities. In order to review the development of ordinances controlling parking lots, cities with 1940 populations of 10,000 and over were contacted. Of the cities furnishing information, 59 reported ordinances enacted to license or control parking lots. The degrees of such control varied widely. Information about the requirements for licenses, sign requirements, physical layouts and risk protection was collected and analyzed. Based on a thorough study of all ordinances, a model ordinance was developed that incorporates the best practices of existing ordinances.83
