The Urban Mass Transportation Administration (UMTA) is in a parallel situation. After a decade of program expansion and rapidly increasing budgets, the UMTA mission, management processes and organization face their severest challenge--to rethink, redirect and perhaps reorganize for a new Federal policy which deemphasizes capital and formula grants and emphasizes innovation and management improvements in the transit industry.138
