This Protocol appliesto Caltrans and local agency projects that receive Federal funding orrequire FHWA approval action.A noise study conducted according to this Protocol should contain theanalysis required for completion of environmental documentation underthe National Environmental Policy Act (NEPA) or CaliforniaEnvironmental Quality Act (CEQA). Refer to the Caltrans StandardEnvironmental Reference (SER) for guidance on procedures forimplementing NEPA and CEQA (California Department of Transportation2006). In addition, Caltrans has prepared a document titled TechnicalNoise Supplement (TeNS) (California Department of Transportation1998a) to assist noise analysts with the technical aspects of noise impactanalysis.
