TRANSCOM's IVHS operational field test, the TRANSCOM System for Managing Incidents and Traffic (TRANSMIT), is testing Electronic Toll and Traffic Management (ETTM) technologies for collecting real-time traffic information, such as speed and travel time, and for detecting incidents. In order to understand the institutional issues encountered in TRANSCOM/TRANSMIT as well as the project's history, milestones, and accomplishments, interviews with a number of key personnel were conducted
