Several recent crashes that have occurred in the Baton Rougearea have brought attention to the signifi cant cost to the public, not onlyin terms of delay and safety, but in economic impact and personalfrustration. Given a crash that blocks critical travel lanes or an entiredirection for multiple hours, the cost could be enormous. Additionally,the vehicles involved in these crashes were often not transportinghazardous materials or no signifi cant injuries were incurred, raising thequestion of whether the degree of delay incurred was justifi ed
