The study defines the need for a transit vehicle, potential uses for the vehicle, vehicle selection options, a budget analysis, and performance measurement strategies. The Transit Planning Study recommends the purchase of a 28-passenger transit vehicle for use during interpretation and environmental education programs on the Refuge, as well as for programs and special events with partner agencies. The Volpe Center completed the final report in July 2011
