The study defines transportation-related goals for the refuge and study area, and identifies many potential solutions, grouped into the following categories: Multi-Modal Engineering Improvements; Vehicular Parking Improvements; Transit Service; Signage, Wayfinding, and Information; and Other Visitor Access. These specific potential solutions were then grouped and analyzed as alternative scenarios that could accomplish study goals in a variety of ways. The analysis supports the Monomoy Comprehensive Conservation Plan, which is currently in progress; all NEPA compliance will be conducted as part of the Comprehensive Conservation Plan
