In 2004, the National Highway Traffic Safety Administration entered into a cooperative agreement with the New Mexico Department of Transportation. The objective was to demonstrate a process for developing and implementing an enhanced comprehensive impaired driving program, to reduce the number of crashes and fatalities caused by impaired driving. NHTSA contracted with the Pacific Institute for Research and Evaluation (PIRE) to examine New Mexico\u2019s efforts.129
