Only units with systems that met these three criteria were considered for the inventory:1. Moves people by motorized vehicle on a regularly scheduled service;2. Operates under one of the following business models: concessions contract; service contract; partner agreement including memorandum of understanding, memorandum of agreement, or cooperative agreement; or NPS owned and operated; and3. All routes and services at a given unit that are operated under the same business model by the same operator are considered a single NPS transit system
