Many statedepartments of transportation (DOT) and local transportation planning organizations havedeveloped innovative programs to help them achieve these goals. Several of these programsfocus on streamlining compliance with Section 106 of the National Historic Preservation Actand improving historic resource stewardship, through the early consideration of historicpreservation factors in planning and early project development. These programs are consistentwith the Federal Highway Administration\u2019s (FHWA) Every Day Counts initiative to identify andimplement innovative practices that expedite project delivery, enhance roadway safety, andprotect the environment. An important element of the Every Day Counts initiative is FHWA\u2019sPlanning and Environment Linkages (PEL) program. PEL encourages the use of informationdeveloped in transportation system planning to inform the National Environmental ProtectionAct (NEPA) review process. PEL also is consistent with the regulations implementingSection 106 of the National Historic Preservation Act (i.e., 36 CFR Part 800)
