The plan is intended to increase the capacity and efficient utilization of airports, and to alleviate current and projected aircraft operating delaysin the nation's airport system without compromises to safety or to the environment.This plan delineates the goals of the capacity enhancement program. Itidentifies the concerns of air system users and defines the extent and causes of thecapacity and delay problem as it currently exists and is projected for the nextdecade. The allocation of responsibility for capacity and delay activities withinthe FAA is discussed. The 53 planned and ongoing FAA projects intended to reducecapacity-related problems are identified.The plan provides descriptions of each of these projects, significant milestones, estimates of their capacity-related benefits, and references to moredetailed descriptions of each project
