The innovative contracting procedures were recommended for adoption by DOTD on an experimental basis: 1) design/build, 2) privatization, 3) contractor prequalification, 4) time incentives/disincentives, 5) quality incentives/disincentive, 6) dispute review board, and 6) cash allowances
