This way of thinking results in two broad problems: the state\u2019s transportation network is not marketed as an asset and desired infrastructure improvements might not be feasible. The purpose of the study was to develop a framework that, with regard to attracting and retaining companies, enables ODOT to identify ideal job sites around the state.
