Americans agree that this is a problem: one U.S. Department of Transportation (DOT) survey found that 47 percent of people believe delays caused by congestion are the top community concern. Recognizing that congestion has become a national problem, the U.S. DOT launched the National Strategy to Reduce Congestion on America's Transportation Network. One element of this strategy is to reduce congestion by promoting operational and technical improvements that will enable existing roadways to operate more efficiently
