Water is a critical resource for rural livelihoods and lie at the heart of rural development in Southern Africa in general, particularly in Zambia. The institutional route to accessing water as laid by formal and informal governance has a bearing on rural livelihoods. Despite the detail of various water management instruments in Zambia, there is lack of clarity about who should provide this water in rural areas as well as the absence of coordination among the different institutional actors in the development and management of water resources.
