Sąjunginės valstybės sutarties poveikis Baltarusijai

This master's thesis puts into consideration the problem of pressure, exerted by Russia on Belarus in order to deepen the integration, as well as the impact the Union State institution has had and is having on the political and economic situation in Belarus. The question of the research puts into consideration the perspectives and consequences of the Union State Treaty implementation for Belarus. The object of the thesis is the bilateral ties in framework of functioning of the Union State, nominally aimed at mutual cooperation and interaction. The research objective is directed to the involvement of all economic, political and international spheres into socially constructed dimension of current political situation. In the first part of the paper the researcher pays an attention on the formation of national identity, state orientation, the perception of “Other”, what is its essential difference from the meaning of “Self”. The research investigated the fact that Belarus perceives Russia as an alien, while many moments of unanimity affect in another way. The context of identities can swap understanding of “Self” and the “Other”, which, in its turn, is formed by both government and the society. The second chapter regards how the Union State is functioning, and its modern meaning. In the Treaty the deep level of integration is already prescribed but is quite far from its full fulfillment. A new wave of negotiations arose as a result of numerous disputes. Belarus insists on compensation from gas tax manoeuvre, and Russia hastens the economic integration which in many ways implies the infringement of the rights of Belarus and even the loose of its sovereignty. The real content of the programme of action on implementation of the Union Treaty is hidden from the public. During numerous public appeals to the Ministry of Economy the answer was received that disclosing the content is not possible, even the information about roadmaps which were already initialling the 6 September. Despite the fact that proclaimed date for signing was estimated on 8 December, up until now the consensus on many issues is still not found or at least isn't known for the public. While conducting the research a content of the Treaty Establishing the Union State between Belarus and Russia and the programme of its implementation were analysed. The latter will be probably changed, for now it is increasingly pronounced that many points of the programme of action on implementation of the Union Treaty are meaning the unification of so many spheres, that it can lead to negative consequences to Belarus. The empirical part includes quantitative and qualitative analysis of expert interviews and the opinion polls. The information about opinion polls showed that a big number of respondents, answering the question about integration with Russia, are regarding it as a positive phenomenon due to several specific reasons such as: strong influence of the Russian propaganda, which grew even more vocal during the events of Euromaidan in 2013 – 2014. Also if the support of the Belarusian regime falls, then the interest in integration with Russia is going to diminish proportionally. The wiliness to join Russia as one of its regions shows almost complete discontent from society, which says a lot about the fear of ordinary people of repeating the Ukrainian scenario. The Chapter about bilateral relations between Belarus and Russia demonstrated that Belarus is very dependent on its partner and its dependence can increase in a case the programme of action on the implementation of the Union Treaty is signed. Judging by the information we know, the answers received are from the Ministry of Economy of Belarus, and the leaks are received from the “Kommersant” newspaper. The qualitative research based on expert opinions provides both Belarusian and Russian perspectives. Depending on its country of origin, the experts change their view on discussed problems. Interviewees from Russia are more concentrated on positive aspects of integration for Belarus, while Belarusian experts regards this treaty in a more negative light, particularly highlighting its threat for continuing existence of Belarusian independence. Respondents agree on one of the main reasons of this agreement – maintaining power for Mr Putin in next presidential campaign. It is already seen to form an autocratic union. To summarize the conducted research of the empirical part the collected data is helping to find out how different these integration aspirations are examined by experts and the public opinion, which differs according to the changing social background. The disputes over a Union State are still continuing and the negotiations about its future will clearly affect the position and politics of both Russia and Belarus.Šiame magistro darbe nagrinėjama spaudimo, kurį Rusija daro Baltarusijai, siekdama pagilinti integraciją, problema bei Sąjungos valstybės institucijos įtaka politinei ir ekonominei Baltarusijos situacijai. Tyrimo klausime atsižvelgiama į Sąjungos valstybės sutarties įgyvendinimo perspektyvas ir pasekmes Baltarusijai. Darbo objektas - dvišaliai ryšiai Sąjungos valstybės funkcionavimo srityje, iš esmės nukreipti į abipusį bendradarbiavimą ir sąveiką. Tyrimo tikslas yra visų ekonominių, politinių ir tarptautinių sričių įtraukimas į socialiai sukonstruotą esamos politinės situacijos dimensiją. Pirmoje darbo dalyje tyrėja atkreipia dėmesį į tautinio identiteto formavimąsi, orientaciją į valstybę, „kito“ suvokimą, koks yra esminis jo skirtumas nuo „Aš“ prasmės. Tyrimu buvo ištirtas faktas, kad Baltarusija suvokia Rusiją kaip ateivį, o daugelis vieningumo momentų veikia kitaip. Tapatybių kontekstas gali pakeisti „aš“ ir „kito“ supratimą, kurį savo ruožtu formuoja vyriausybė ir visuomenė. Antrame skyriuje aptariama kaip veikia Sąjungos valstybė, šiuolaikinė prasmė. Sutartyje gilus integracijos lygis jau yra numatytas, tačiau jis dar toli gražu nėra visiškai įvykdytas. Dėl daugybės ginčų kilo nauja derybų banga. Baltarusija reikalauja kompensacijos iš dujų mokesčio manevro, o Rusija spartina ekonominę integraciją, kuri daugeliu atvejų reiškia Baltarusijos teisių pažeidimą ir net jos suvereniteto praradimą. Tikrasis Sąjungos sutarties įgyvendinimo veiksmų programos turinys yra paslėptas nuo visuomenės. Per daugybę viešų kreipimųsi į Ūkio ministeriją buvo gautas atsakymas, kad atskleisti turinio neįmanoma, net informacijos apie kelių planus, kurie jau buvo parafuoti rugsėjo 6 d. Nepaisant to, kad paskelbta pasirašymo data buvo įvertinta gruodžio 8 d., Iki šiol sutarimas daugeliu klausimų vis dar nerastas arba bent jau visuomenei nežinomas. Atliekant tyrimą buvo išanalizuotas Baltarusijos ir Rusijos Sąjungos valstybės steigimo sutarties turinys ir jos įgyvendinimo programa. Pastaroji greičiausiai bus pakeista, nes dabar vis garsiau sakoma, kad daugelis Sąjungos sutarties įgyvendinimo programos punktų įtakoja tiek daug sričių suvienijimą, kad tai gali sukelti neigiamų padarinių Baltarusijai. Į empirinę dalį įeina kiekybinė ir kokybinė ekspertų interviu ir nuomonių apklausų analizė. Informacija apie viešosios nuomonės apklausas parodė, kad nemaža dalis respondentų, atsakę į klausimą apie integraciją su Rusija, jį vertina kaip teigiamą reiškinį dėl keleto specifinių priežasčių, tokių kaip: stipri Rusijos propagandos įtaka, kuri dar labiau atsiliepė Euromaidano įvykiai 2013 – 2014. Jei sumažės Baltarusijos režimo palaikymas, susidomėjimas integracija su Rusija proporcingai mažės. Noras įstoti į Rusiją kaip vieną iš jos regionų rodo beveik visišką visuomenės nepasitenkinimą, o tai daug pasako apie paprastų žmonių baimę pakartoti Ukrainos scenarijų. Skyrius apie dvišalius Baltarusijos ir Rusijos santykius parodė, kad Baltarusija yra labai priklausoma nuo savo partnerės ir jos priklausomybė gali padidėti, jei bus pasirašyta veiksmų programa dėl Sąjungos sutarties įgyvendinimo. Sprendžiant iš mums žinomos informacijos, atsakymus pateikė Baltarusijos ekonomikos ministerija, o nutekėjimus - iš laikraščio „Kommersant“. Ekspertų nuomonėmis paremtas kokybinis tyrimas pateikia tiek baltarusių, tiek rusų perspektyvas. Atsižvelgiant į kilmės šalį, ekspertai keičia savo požiūrį į aptariamas problemas. Apklaustieji iš Rusijos yra labiau susitelkę į teigiamus Baltarusijos integracijos aspektus, o Baltarusijos ekspertai šią sutartį vertina labiau neigiamai, ypač pabrėždami jos grėsmę Baltarusijos nepriklausomybės išlikimui. Respondentai sutinka dėl vienos pagrindinių šio susitarimo priežasčių - valdžios palaikymo V. Putinui kitoje prezidento kampanijoje. Jau matyti, kad ji suformuoja autokratinę sąjungą. Apibendrinant atliktą empirinės dalies tyrimą, surinkti duomenys padeda išsiaiškinti, kaip skirtingus šiuos integracijos siekius vertina ekspertai ir visuomenės nuomonė, kuri skiriasi priklausomai nuo besikeičiančios socialinės padėties. Ginčai dėl Sąjungos valstybės vis dar tęsiasi ir derybos dėl jos ateities akivaizdžiai paveiks tiek Rusijos, tiek Baltarusijos padėtį ir politiką.Politikos mokslų ir diplomatijos fakultetasPolitologijos katedr
