GENERAL THEORETICAL ASPECTS OF THE DEVELOPMENT OF DEMOCRACY AND CIVIL SOCIETY IN THE CONTEXT OF GLOBALIZATION

There are many approaches to the study of civil society. But there hasn’t been any universally recognized “formula” of its essence, origin and historical boundaries so far. In general, the foundations of civil society, closely related to the development of democracy, political liberalization of society and human rights, have passed from the long way of theoretical discussions. All of mentioned institutions share common principles while maintaining distinctive features. First of all, it is the principle of natural freedom and equality in front of the law of all people. On the other hand, principle expressing the universal significance of laws that determine the real sphere of freedom of separately taken individuals. Thirdly, it is the principle of freedom to express one’s own needs and actions within the framework of existing legislation, as well as the right to form voluntary associations guaranteed by law and relevant institutions. Fourthly, it is the state-protected freedom of acquisition and disposal of private property. Finally, it is the existence of mechanisms that stabilize relations between civil society and the state which provide with the necessary level of protection against government interference. These and other features of civil society have primary importance for understanding the essence of the processes, its formation and improvement in the developed countries, including Uzbekistan and the new independent state
