C o m m i s s i o n s ^^ 1. At the time of registration, Congress Cards will be issued to all members of the Society attending the Congress. These cards entitle the member to vote at elections for two Commissions. 2. The date and time for the election of Officers for each Commission shall be announced by the Secretary-General, after consultation with the Presidency of each Commission, shortly after the opening of Congress. They shall not be held concurrently. 3. A system of preferential voting will be used. On attending the election meeting a member will present his Congress Card, which will then be stamped with the seal of that Commission, and will be given two ballot papers, one for the election of Chairman, and one for the election of Two Vice Chairmen. 4. The current Chairman of the Commission, or his nominated substitute in the absence of the Chairman, shall call for nominations for the positions of Chairman and Vice-Chairman. Each person nominated, whether present at the Congress or not, must indicate in writing his willingness to stand for election. Members will then fill in the names of the candidates on the ballot papers, and then number the candidates in order of their preferences. Thus, if there are four dandidates, Drs. Chimba, Schwartz, Jones & Son These are entered on the ballot paper e.g. Chimba Jones Schwartz Son and numbered according to the voters preference i.e. Chimba 1 Chimba 3 Jones 3 Jones 4 Schwartz 2 or Schwartz 2 etc. Son 4 Son 1 3. The Chairman will then appoint two scrutineers who will collect the ballot papers and allocate them in order of the 1st preferences. In the event that there is no clear majority for one candidate, the ballot papers in favour of the candidate with the least number of 1st preference votes will be divided amongst the other candidates in order of the 2nd preferences. In the event that there is still no candidates with a clear majority, the ballot papers of the candidate with next least votes are then distributed between the other candidates in order of second preferences. This procedure is repeated until one candidate has a clear majority over all the others. He then becomes that Commissions' first choice as Chairman for the ensuing four years. The person appearing as second on the voting list becomes the Commissions' second choice to go to the Nominating Committee. /continued 2 _ 2 - For the election of Vice-Chairmen, the procedure is the same. This election follows that of the Chairman, but in this case, the top two candidates become nominations for the 1st & 2nd Vice-Chairmen respectively. THE NOMINATING COMMITTEE Rule H.5. "The Nominating Committee shall consist of two members from each Commission, elected by the attending members of that Commission and a Chairman nominated by the Council. The Secretary-General shall be the Secretary of the Committee". The role of the Nominating Committee is to ensure (a) a reasonable geographical spread of the appoints as officers of the Commissions: and (b) that no member is elected simultaneously to two Commissions. Er2P25^_§y_1-aw No* ^ 1. The Chairman of the Nominating Committee shall be the President of the Society. 2. At the election meeting, the Chairman of each Commission shall call for nomination of two members for the Nominating Committee. These two members shall not be candidates for any of the offices of the Society. 3. The two names put forward to the Nominating Committee for the office of Chairman should be indicated in order of preference. 4. Four candidates for the offices of Vice-Chairman should be submitted to the Nominating Committee in order of preference, or indicated by the voting. 5. Across all Commissions there shall not be more than two Chairman and two Vice-Chairmen from any one country. 6. The 17 Aating Committee shall inspect the results to ensure that By-Law 5 has been met.
