Although there has been illicit drug use problems in the United States since the 1960s (Johnston, O\u27Malley, Bachman, & Schulenberg, 2009), the federal government only began collecting data on people seeking substance use treatment in 1992 in order to track the trends of substances being used (Substance Abuse and Mental Health Services Administration (SAMHSA), 1999). Many of the analysis of the substance use data has focused on national level data, however, states are responsible for their treatment and prevention efforts, therefore examining state level data should play an important role in determining state level responses.
