Estado populista y gestión de políticas sociales. Una mirada en América Latina

The interest of this dissertation is limited to the theoretical and historical discussion of the populist state, derived in its emergence in Latin America of the welfare state, by its clientelist features and the tendencies of the social policies that it has promoted. The characterization that is carried out is the product of the bibliographic and documentary review, through which it is concluded, in general terms there is a sui generis deviation in the application of the state-populist and management of the policies that are administered in America Latin, affecting democratic performance and the universalization of the content of social policy.El interés de esta disertación se delimita a la discusión teórica e histórica del Estado populista, derivado en su aparición en América Latina del Estado de bienestar, por sus rasgos clientelares y las tendencias de las políticas sociales que ha impulsado. La caracterización que se realiza es producto de la revisión bibliográfica y documental, a través de la cual se concluye, en términos generales que hay una desviación sui generis en la aplicación del Estado-populista y gestión de las políticas que se administran en América Latina, afectando el desempeño democrático y la universalización del contenido de la política social
