Analysis of practical application of the public-private partnership tool at the regional level АНАЛИЗ ПРАКТИЧЕСКОГО ПРИМЕНЕНИЯ МЕХАНИЗМА ГОСУДАРСТВЕННО-ЧАСТНОГО ПАРТНЕРСТВА НА РЕГИОНАЛЬНОМ УРОВНЕ

Formation, development, and implementation of public-private partnerships in the regions of the Russian Federation are considered in the article. Statistics of practical application of the public-private partnership tool in the regions is provided for the last five years. The overview of the effective legislation and understanding of this form of cooperation between the state and the business sector in the co-funding of projects at the regional level is performed and exemplified by the Voronezh region A number of issues are raised on the basis of the assessment of the current status of public-private partnerships in the RF regions; namely, there is a need for a federal law governing public-private partnerships to be passed, a strategy of their application to be developed and a clear definition of this notion and its distinguishing features to be formulated to clarify the difference between the public-private partnership and other forms of interaction between the state and the business sector. The problems of regional centres are considered, including, among others, shortage of skilled personnel and low willingness of regional businesses to get involved in the above projects. Potential solutions are outlined.Рассмотрено становление, развитие, внедрение государственно-частного партнерства (ГЧП) в регионах РФ. Приведена статистика практического применения механизма ГЧП в субъектах за последние пять лет. Осуществлен анализ законодательного обеспечения и понимания такого рода сотрудничества государства и бизнеса в вопросах софинансирования проектов на региональном уровне, в частности, на примере Воронежской области. На основе оценки сегодняшней ситуации в сфере ГЧП в субъектах РФ поднят вопрос о необходимости принятия на федеральном уровне закона о ГЧП и разработки стратегии введения ГЧП, а именно четкого определения понятия с характерными особенностями и отличиями от других взаимодействий государства и бизнеса. Рассмотрены проблемы, с которыми сталкиваются региональные центры: нехватка квалифицированных кадров и низкая заинтересованность региональных бизнес-структур в участии в таком роде проектах. Определены возможные пути их решения
