International audienceThis paper presents ICT non-users teachers whereas ICT are fully available in their schools. We built a 4 items model base on « systems approach » theory. Those 4 items are: ICT don’t work, ICT are not compatible with school institution rules, ICT uses are forced by the schooling institutions and ICT give too much extra work for teachers. We tested this model on a 30 teachers sample from 4 junior High Schools around Paris area.
