Analysis of the Environmental Fragility in the Southern Region of Rio Grande do Sul: a tool for planning and management of natural areas.

Rio Grande do Sul is among the states with the greatest potential for the culture of “forests”, where, of the agricultural, strategic and logistic point of view, the southern region of the state stands out as the best one with aptitude to develop “forest” planting. Due to the fact that this region presents a favorable climate, available area, good understructure of transportation (railroad and road), access to the port, qualified workmanship, universities and neighborhood with Uruguay, which has good supplies of wood ready to be cut, it is an attractive space for investments of the market of “forests”. This fact, from the environmental point of view, looms as alertness. Will the state be prepared for this new activity? Are the analysis and control tools of the “forest” establishment and expansion already in use? Or better, were they already developed? It is estimated that forestry already occupies in the state about 360 thousand hectares; however more recent and precise data point out that the planted area may be quite bigger, with the prospective that it will be able to reach, within the next 10 years, more than one million hectares, only in the southern region. The southern half of Rio Grande do Sul represents 60% of its whole territory with only 20% inhabited. With a fragile economy and almost exclusively dependent on cattle breeding business and rice culture, in recent years this region has undergone economic difficulties which bring to light the necessity of breaking the current productive scene. However, a new matrix must assume a production model which, besides obeying the current law, also considers the pressures of the uses already in course and takes into account the nature of the activities and the fragility of the resources, facing the practices of use, inclusively by “Forests”, associating the development of the activity to programs of conservation and environmental planning.O Rio Grande do Sul está entre os estados de maior potencial para o cultivo de “florestas”, onde, do ponto de vista agrícola, estratégico e logístico, o sul do estado se destaca como a região de melhor aptidão ao desenvolvimento de plantios “florestais”. O fato de apresentar um clima favorável, área disponível, boa infraestrutura de transporte (ferroviário e rodoviário), acesso ao porto, mão de obra qualificada, universidades e a proximidade com o Uruguai, que já possui boa oferta de madeira em situação de corte, têm feito dessa região um espaço atraente aos investimentos do mercado de “florestas”. O que do ponto de vista ambiental, surge como um alerta. Será que o estado está preparado para essa nova atividade? As ferramentas de análise e controle do estabelecimento e expansão “florestal” já estão em uso? Ou melhor, já foram desenvolvidas? Estima-se que a silvicultura já ocupe no estado cerca de 360 mil hectares, porém dados de pesquisa mais recentes e precisos mostram que a área plantada pode ser bem maior, com a expectativa de que sejam alçados, nos próximos 10 anos, mais de um milhão de hectares, apenas na região sul. A metade sul do Rio Grande representa 60% do território riograndense e aqui residem apenas 20% dos gaúchos. De economia fragilizada e quase que exclusivamente dependente da atividade pecuária e do cultivo do arroz, nos últimos anos essa região tem passado por dificuldades econômicas que denunciam a necessidade de romper o atual cenário produtivo. No entanto, uma nova matriz deve assumir um modelo de produção, que além de obediência à legislação vigente, também considere as pressões dos usos que já se fazem presentes, que leve em consideração a natureza das atividades e a fragilidade dos recursos, frente às práticas de uso, inclusive por “florestas”, associando o desenvolvimento da atividade a programas de conservação e planejamento ambiental
