The present work is based on the opinions expressed by authors, about the organizational culture in a public organization and, which may affect the purposes and goals proposed in the planning of the objectives that the public manager leads within the administration public. From this premise, the present analysis is carried out in which a conclusion of these precepts is reached, detecting that power and obedience are rooted in and governing this type of organizations, often confused as ethical values, that they do not lead to the attainment of the proposed purposes for the satisfaction of the citizen's needs, taking as precepts the customs that have been handled from time to time in the organization until generating internal complicat...
