The pilot study was conducted in one Kenyan county and collected choice and socio-demographic data from 31 senior management team members from 9 health facilities (83.78% response rate). Data were collected between May and June 2018. A cross-sectional design was adopted and stratified random sampling was used to select health facilities. The main aim of the pilot was to pre-test five capitation attributes and levels and to generate parameter estimates that would be used to construct an appropriate experimental design for the main DCE survey
