As funções do banco central do Brasil e o controle monetário

This article analyses the ways in which an even greater loss of monetary control was avoided in Brazil in the years before the Collor Plan I. It concentrates on the role of the Central Bank of Brazil and, more particularly, on four of its functions: that of monetary authority; that of foreign exchange authority; that of the banker of the banks; and that of the public sector. Thus, the relationships between the three last functions and the monetary authority, whose aim is to maintain monetary control, are analysed. The banker of the public sector has traditionally been the main obstacle which has prevented the monetary authority from accomplishing its function. However, the worsening of the problem in 1989 seems to have been caused by the foreign exchange authority and by the banker of the banks.O objetivo deste trabalho é analisar como se evitou um descontrole monetário ainda maior nos anos que antecederam o plano Collor I, utilizando-se a perspectiva do Banco Central do Brasil e de quatro das suas funções: autoridade monetária,autoridade fiscal, banco dos bancos e banqueiro do setor público. Assim, são analisadas as relações entre estas três últimas funções e a autoridade monetária cujo objetivo é manter o controle monetário. 0 banqueiro do setor público tem sido tradicionalmente o principal obstáculo para que a autoridade monetária cumpra a sua função. Não obstante, o acirramento das dificuldades em 1989 parece ter sido causado pela autoridade cambial e pelo banco dos bancos
