Japanese law provides that companies must employ persons with disabilities. In reality, however, most companies do not satisfy the lawful employment rate of persons with disabilities. Internal understanding in a company seems to promote employment of the disabled more effectively than pressure from an external law. This paper seeks to determine the reasons from the ethics and understanding of persons with disabilities. Companies were evaluated socially through interviews and investigations. The investigation results clarify the ethic and the understanding of persons with disabilities in each company.
