Ciudadanía y cultura cívica en la construcción de la república

This article examines some of the factors that made it difficult for democratic life to thrive in the first Cuban Republic. Using the concept of “civic culture”, it examines the development of the discourse of citizenship, the approach to political representation and alternation and the initiatives of the first legislation. The result was a contradictory regime which linked the birth of the State with the constitution of a nominally democratic system, unable to create the basic conditions required to sustain the people’s trust and the representativeness of the men holding public office.El presente artículo examina algunos de los factores que dificultaron el correcto funcionamiento de la vida democrática en la primera república cubana. Sirviéndose de la noción de “cultura cívica”, contempla la elaboración del discurso de la ciudadanía, la actitud ante la representación y la alternancia políticas y la iniciativa del primer legislativo. El resultado fue un régimen contradictorio que unió el nacimiento del Estado a la constitución de un sistema formalmente democrático, incapaz de crear las condiciones básicas que sustentaran la confianza de la población y la representatividad de sus cargos electos
