SERVICIO CIVIL DE CARRERA EN COLOMBIA: PERSPECTIVAS Y RESULTADOS DE LA PROFESIONALIZACIÓN DE LA FUNCIÓN PÚBLICA

This study analyzes the civil service in Colombia, considering that this country has, from the year 2004, adopted legislation aimed at professionalizing the civil service of their governments. This work has as central axis analysis results obtained by Act 909 of 2004, which regulates public employment, the civil service and public management in Colom-bia. The research paradigm of this work is institutional, accompanied by a qualitative and interpretative methodology, to attempt an analysis of the civil service in this scenario and thus assess its possible development and progress in the light of this last legislative initiative.El presente estudio realiza un diagnóstico de la función pública en Colombia, teniendo en cuenta que este país ha adoptado una legislación tendiente a profesionalizar la función pública de su respectivo gobierno a partir del año 2004. El presente trabajo tiene como eje central el análisis de los resultados obtenidos por la Ley 909 de 2004, la cual, regula el empleo público, la carrera administrativa y la gerencia pública en Colombia. El paradigma de investigación del presente trabajo es de tipo institucional, acompañado de una meto-dología cualitativa e interpretativa, para intentar realizar un análisis del servicio civil de carrera en este escenario y evaluar así, su posible desarrollo y progreso a la luz de esta última iniciativa legislativa
