This study examines the administrative reforms during the premiership of Tun Abdullah Ahmad Badawi. The public service, the country's largest bureaucracy, is saddled with many administrative problems which prevent it from effectively carrying out national development programmes. Its structure, systems and procedures need to be improved while the attitude and mindset of the public servants ought to be changed. The main issue is why public bureaucracy in Malaysia is not as efficient as that in developed countries, and why past administrative reforms did not produce the expected results.
