Industrialização, política industrial e crescimento econômico: uma discussão teórica

This article discusses the measures that should compose an active industrial policy and the importance of this because of the relevance of the performance of this sector to achieve economic growth. Initially it was realized a theoretical analysis of the relation of the industrial sector and the country's economic growth, based on Nicholas Kaldor ideas, and innovation for the competitiveness of this sector based on the Schumpeterian framework. Following it was discussed the importance of industrial policies, and therefore the role of the State in the economy, to strengthen, direct and accelerate the modernization and increase of the national industry competitiveness in order to meet both the domestic and export markets, and therefore should create mechanisms that enable them to compete on par with international companies. Work conclusion points the policies that should be adopted by the State as result in economic growth, which is one of the objectives of this in addition to a strong, competitive domestic industry, highlighting the need for requirements of counterparts and emphasis on staging of benefits granted the sector, to thereby achieve these goals more quickly and effectively.O presente artigo discute as medidas que deveriam compor uma política industrial ativa e a importância desta em razão da relevância do desempenho deste setor para obtenção de crescimento econômico. Inicialmente realizou-se uma análise teórica sobre a relação do setor industrial e o crescimento econômico do país, com base nas ideias de Nicholas Kaldor, e da inovação para a competitividade de tal setor com base no referencial schumpeteriano. Na sequência discute-se a importância das políticas industriais, e portanto o papel do Estado na economia, para fortalecer, direcionar e acelerar a modernização e elevação da competitividade da indústria nacional visando o atendimento tanto do mercado interno quanto externo, e portanto deve criar mecanismos que a capacite a competir em nível de igualdade com empresas internacionais. A concluso do trabalho aponta as políticas que deveriam ser adotadas pelo Estado pois resultam em crescimento econômico, que é um dos objetivos deste, além de uma indústria nacional forte e competitiva, destacando a necessidade de exigências de contrapartidas e da ênfase na temporariedade dos benefícios concedidos ao setor, para com isso atingir tais objetivos com maior rapidez e eficácia
