MODEL PENGEMBANGAN USAHA KECIL MENENGAH (UKM) KERAJINAN SULAMAN DAN BORDIR DENGAN TRIPLE HELIX DI SUMATERA BARAT

This paper aims to determine the model of development of SMEs (Small and Medium Enterprises) crafts embroidery by looking at triple helix factors (Government, Academia, Businessman) for the creation of business development on the field. This study was conducted at two locations: Kota Bukittinggi and Kabupaten Lima Puluh Kota while using 25 respondents in each study site. The method used is qualitative purposive sampling technique. Results of the study revealed that the three actors, namely business, government and academia have not been seen together. However, so far government looks more dominant in providing guidance to SMEs , but not continuously, and some private institution who are not correspondent to the needs of SMEs. Based on the study site, there are two government programs for SMEs here, but still not continuously while the role of academics has been there, but not programmed and still overlap with the government program. Finally, that the development models of this effort has not been seen in a triple helix. Keywords: SMEs, government, academia, businessman, the triple helix
