KARAKTERISTIK GEOGRAFIS DAN KONDISI MASYARAKAT MISKIN (NELAYAN) DI WILAYAH PESISIR PANTAI SUMATERA BARAT

The aim of this study was to identify the benefits from the government’s programs or assistances for the fishermen; which either the programs or assistances increase fishermen’s incomes or improve their living standards. Using qualitative method to analysis this research. From the discussion with fishermen, the researcher found that, in general, fishermen in coastal area have already had their own teams called the joint effort group, having its structure of organization and being known by the local district. The structure of the organization includes the chairman, the deputy of chairman, the secretary, treasurer and members. The numbers of member of these groups have varied depending on each area that has the same vision and mission. The making of the joint venture group also aims to facilitate the government in providing assistance to the fishermen. Joint Venture Groups (KUB) have already received assistance from the government in the form of direct fishing gear and other forms of government programs named Mina Rural Business Development Fishing Program Capture (PUMP-PT) which is given in rotation each year on business groups whose proposals have already complied with the Department of Marine and Fisheries’ standards. The districts / cities do not annually obtain PUMP-PT program such as West Pasaman is not getting PUMP-PT in 2014. Keywords : Poverty, Fisherman, Structura
