During the same period, the number of cocaine users in the United States was almost 12 million. This comprised almost half of the cocaine users worldwide. Faced with this mounting problem, United States foreign policy in the Western Hemisphere has become increasingly focused on this issue, waging a War on Drugs in Colombia.
